All the affected archives in US-EAST-1 and EU-CENTRAL-1 are now uploaded; there is no ongoing issue.

The affected archives have been fully uploaded in the US-East-1 region. Archives in EU-Central-1 are still processing.

We have identified the issue impacting archives uploading, which started at 13:50:00 ET in US-EAST-1 and EU-CENTRAL-1 regions.
